under the existing system will only be included in this

proposal with their own consent, but it will be applicable

to all enlisted after Your Lordship's concurrence (ir

given) has been received. I anticipate that under the

system I propose the remittances will be sufficient for

the support of the men's families and relatives. I pro-

-pose that this half-yearly payment shall be called a

"remittances allowance", and as such it will not enhance

pensions.

A table shewing at the average

rate of exchange at which remittances have been made during

the past 5 years, what the monthly gain in each rank has

been, is attached.

The grant of this new privilege

should be conditional on the Indian Police submitting to a

deduction of $8 per mensem as a minimum to defray the cost

of their rations, for it is found that without a compulsory

ration system men are apt to so under-feed themselves in

order to save up money, that they are unfit to properly

perform their duties.
